License for community radio associations
For their use of music and recorded works in community radio, the license holder pays a fee to Stim as follows:

The license's pricing model means that the license fee, based on the number of Music Hours and Potential Listeners, is divided into four different intervals. When calculating the license fee, each interval must be exhausted before moving to the next interval.
Example
300 Music Hours
= (250 Music Hours * 1.55 SEK) + (50 Music Hours * 1.43 SEK)
= 459 SEK per thousand Potential Listeners
Before the license fee is calculated as shown above, the number of Potential Listeners must be adjusted according to the following information:
- If the license holder broadcasts community radio with fewer than 214,000 Potential Listeners, a flat deduction will apply, reducing the number of Potential Listeners by 30%. Alternatively, the license holder can submit documentation to Stim proving the actual number of potential listeners, in which case the license fee will be based on this data.
- If the license holder broadcasts community radio with more than 214,000 Potential Listeners, a price cap will apply, and the license fee will be calculated based on 150,000 Potential Listeners.

The pricing model of the license means that the license fee, based on the number of Music Hours and Potential Listeners, is divided into four different tiers. When calculating the license fee, each tier must be fully utilized before moving on to the next.

300 Music Hours
= (250 Music Hours * 1.55 SEK) + (50 Music Hours * 1.43 SEK)
= 459 SEK per thousand Potential Listeners
Before the license fee is calculated as shown above, the number of Potential Listeners must be adjusted based on the following information:
- If the Licensee broadcasts community radio with fewer than 214,000 Potential Listeners, a standard deduction shall be applied, which means a reduction of the number of Potential Listeners by 30%.
Alternatively, the Licensee may submit documentation to STIM showing the number of Potential Listeners, in which case the license fee will be based on that figure. - If the Licensee broadcasts community radio to more than 214,000 Potential Listeners, a price cap shall be applied, meaning the license fee will be calculated based on 150,000 Potential Listeners.
Special Terms
Definitions
In addition to the definitions in the General Terms, the following definitions shall apply:
Music Hours
The number of hours per calendar year that the Licensee makes Music and recorded works available to the public via terrestrial community radio broadcasts and Web Radio.
Potential Listeners
The population, according to statistics from Statistics Sweden (Statistiska Centralbyrån), within the municipality or municipalities where the Licensee conducts terrestrial community radio broadcasts.
Web Radio
The making available of Music and recorded works to the public by the Licensee online, for example, through a website or mobile application, conducted simultaneously and with the same content as the Licensee’s terrestrial community radio broadcasts.
Scope of the License
Replaces section 3 of Stim’s General Terms.
Through the License Agreement, the Licensee is granted:
- A non-exclusive License from Stim/NCB for the making of copies and the public availability of Music.
- A non-exclusive license from IFPI/SAMI for the making of copies and the public availability of the recorded works to which IFPI/SAMI may hold the rights during the license period.
The license pertains only to the copyright-relevant uses of Music and recorded works that the Licensee carries out for the purpose of broadcasting community radio, and in some cases, Web Radio broadcasts.
The Licensee binds themselves to this license application by signing the license application provided by Stim. The license is binding for Stim/NCB/IFPI/SAMI when the Licensee receives the License Confirmation or invoice after the Licensee has signed the supporting documentation.
The license is subject to the limitations set forth in section 4 of the General Terms and otherwise in the License Agreement.
Advance Payment
Payment must be made quarterly in advance in accordance with section 6 b) of the General Terms.
Music Reporting
Replaces section 8 of Stim’s General Terms.
The Licensee is not obligated to submit Music Reporting to Stim, but can voluntarily choose to submit such reporting. If Music Reporting is made, it must be in the format and contain the information as instructed by Stim from time to time.
Music Reporting serves as the basis for the distribution and payment of compensation by Stim to its rights holders, and it is therefore crucial that the reporting is accurate.
If Stim, due to incorrect or incomplete Music Reporting from the Licensee (e.g., but not limited to, omission of repertoire, incorrect name of the composer, or incorrect playing time), has distributed and paid out too little compensation or has paid out to the wrong rights holder, the Licensee must pay compensation to Stim corresponding to the amount Stim should have paid to the correct rights holder with proper Music Reporting, along with Stim’s reasonable administrative costs. This obligation is limited to three years from the date Stim made the payment to the rights holder unless the Licensee has acted with gross negligence. Compensation must be paid within 30 days from the issuance of the invoice by Stim.
Stim is not obligated to recover compensation that Stim, based on the Music Reporting provided by the Licensee, has distributed and paid out to the rights holder or to sister organizations with which Stim has representation agreements.
Stim’s General Terms
Stim’s General Terms must be read and approved when the Licensee obtains the license.
