May you borrow a few seconds or a few bars from a song without permission?

No, that is not permitted. You may not take anything from a protected work without permission from the rights-holder of the song. Nor is it allowed to sample, for example, a drum sound without permission from the owner of the recording. Feel free to search Stim’s register to see who holds the rights to the song you want to use. If you want to use the music together with an image or film sequence, you can contact NCB, the Nordic Copyright Bureau, directly to obtain a so-called synchronisation licence.
