Who is the responsible organizer for an event?

When you organize an event with live music, it is important to know who bears the legal and financial responsibility towards Stim. This responsibility affects who must obtain a music license and report details about the event.

Who is considered the responsible organizer?

Stim considers the following to be the responsible organizer (also called organizer):

  1. The person who holds a permit under the Public Order Act
If the event requires a permit under the Public Order Act, the holder of that permit is the responsible organizer.
  2. The person who holds a permit for the sale of food or alcohol
If the event is held at a venue with a serving license, the holder of that license is responsible.
  3. The person who reports ticket revenue
If none of the above permits exist, the person who handles the ticket revenue is the responsible organizer.
  4. For events with free admission:
    • The person who covers the majority of the costs.
    • If the costs are shared equally, the initiator or the practical organizer is responsible.

Why is it important to know who is responsible?

The responsible organizer is obliged to:

  • Obtain a Stim license to legally use music at the event.
  • Report the event to Stim, including details about the date, location, artists and audience numbers.
  • Pay the license fee, which is based on the scope of the event and admission fees.

Identifying the correct responsible organizer ensures that music creators receive proper compensation for their music.

What applies when renting out a venue?

If you rent out a venue for music events, it is important to:

  • Inform the renter that they may need to obtain a Stim license.
  • Notify Stim about who is the responsible organizer for each event.

If the renter does not obtain the necessary permits, you as the venue owner can be held responsible for the use of music.
